how to find it:
From St. James's Park, exit onto the Broadway and head past New Scotland Yard on your left till you get to Victoria Street. Cross and carry on down Strutton Ground and on to Horseferry Road. Head past Channel 4's offices and carry on, the pub will be on your left hand side. From Westminster, come out of the station and walk past the Houses of Parliament, keeping them on your left. Walk parallel to the River Thames until you reach the next bridge (Lambeth Bridge). At the roundabout turn right into Horseferry Road. The pub is about mid way up the street, on your right.

The White Horse & Bower is a small traditional style pub on the easily pub-crawlable Horseferry Road. A generic refit however has left it with beige walls, hotel lobby carpets and brown furniture, giving it a vaguely depressing look. The lighting, too, leaves something to be desired; when they turn down the lights to create ambience, you're subsequently cast in that gloomy half-light only two dozen low wattage light-bulbs can produce. Still, its perfectly OK here - service is sharp and the beer is happily up to standard. Trouble is, we have higher expectations from usually dependable Shepherd Neame. Like other afterwork orientated places in the area, by mid evening it becomes considerably quieter; we sometimes imagine the punters are off to find somewhere more exciting, but we really know they're probably just going home.
